Forrest L. Metz Founder and President (1974 - 2016)  In 1974 Forrest founded Urban Engineering, Southern Arizona’s leading independent civil engineering, planning and surveying company.  Forrest is a graduate of the University of Arizona with a Bachelor of Science Degree in Engineering and Planning.  He successfully  completed numerous single and multi-family master plan developments throughout Arizona and the Southwest instilling and upholding  the core values of Urban Engineering (quality, integrity and communication) to serve both clients and the community.  Learn more here   about the Company’s tribute to Forrest and his legacy.
Richard W. Hammel, CPA, MBA  Chief Financial Officer  As a member of the executive leadership team, Richard (Dick) is responsible for issues related to financing, capital structure, financial  reporting, and management of corporate assets and risks.  With over four decades of experience in Southern Arizona, Dick is recognized as a leading source of financial, accounting and tax  expertise.  As a successful entrepreneur he founded HBL CPAs, one of Arizona’s top independent accounting firms.  He has also served  as a former Board Member of United Way of Southern Arizona, St. Luke’s in the Desert, Inc., and as a former Director of CPAmerica  International.  He earned a Master of Business Administration from the University of Arizona and Bachelor of Science in Business Administration from  Clarkson University. 
David A. Williams, AICP  Vice-President of Planning  David is responsible for oversight of all technical planning, zoning and design, with a focus on strategic growth initiatives, client  relationships and development.  For over three decades David has successfully managed planning teams and projects in Arizona in both the private and public sectors.   He holds key expertise in various planning areas including Growing Smarter requirements, the Smart Growth Scorecard, and holistic  public participation programs, as well as extensive experience with land use regulation including zoning code amendments and updates  and day-to-day zoning administration.  Prior to joining Urban Engineering, David served as Planning Division Manager for the Town of Oro Valley and serves as Planning Director  for the Town of Sahuarita.  His private advisory experiences have included working with planning initiatives in various Arizona  Municipalities.  David earned a Master of Science in Urban and Regional Planning and a Bachelor of Science in Geography from the University of  Arizona.  He is a member of the American Institute of Certified Planners (AICP). 
Louis P. De Prisco, RLS Vice-President of Survey Louis is responsible for managing all survey responsibilities for the Company.  As a former resident of New York City, Louis began his  career as a survey supervisor at La Guardia International and John F. Kennedy Airport.    For nearly three decades, Louis has worked with Urban Engineering as Survey Manager and Vice-President of Survey, providing services  for both private and public sector clients.  Louis has played a key leadership role in building Urban Engineering’s solid reputation of  providing on-call surveying services to various private and public sector clients including the City of Tucson, Pima County, Arizona  Department of Transportation, U.S. Department of Homeland Security, U.S. Corp of Engineers and the U.S. Border Patrol.
